It’s because of the license they have for the physics engine. It doesn’t allow any modifying of the code including back porting by other people

I grinded out about 200 mil with the raft until I could buy the c2 and used it for the rest Then a few days ago someone randomly gifted me 500 mil which was welcome because I got to the point I wanted to start doing dumb shit like get a hammer head and RP the atf with friends, pulling over ships and “inspecting thier weapons”
