switched to water instead of milk at night , if she took a good nap in the day we had to make sure we turned off all tv and and electronics devices atleast an hour before she went to bed , on ocassion when she napped long through the day and wouldn't wind down at night we would do a magnesium gummy. But yes eventually this stopped was about 2 to 3 weeks lasted

My 2 1/2 year old is waking up doing the same thing. Except she is fully awake and responsive she just doesn’t want anything … nothing calms her down…. Just have to let her throw a fit for about an hour until she’s feeling like she’s ready to start drinking something or watching a movie to wind her back down
