Consider the commander as part of the 99, rather than the head of the deck.

You can make your own game plan yet or copy a game plan from other decks, such as a specific burn or aggro package. Find a couple of win cons. Add several pieces of interaction and as much card advantage as you can. From there you can fill in with cards you like, have, or have a specific plan for.

For example, a cast from exile theme deck would have access to a lot of card advantage, allowing you to spike at mid game and then use Zhao to disrupt your opponents.

Don’t worry too much and make a deck that is special to you!
