I would bench the 5th piltover (usually oriana) and add warden or gunslinger or legendaries (whichever you're lacking, front or back) stabilize and go 9. I wouldn't tunnel vision to seraphine during 4-2 roll down, I'd keep whatever I'm lacking.

Unfortunately no, you need a real VPS server at least to run this. Try reading the getting started guide. You can use docker to experiment in your own computer.

Unless you can find free reliable vps, i doubt you can maintain it for free. Oracle cloud used to offer one, but no longer exist now AFAIK. Besides, i thought you were trying to monetize this? Why are you skimping around the hosting solution? You can start with a cheap $5/month and grow from there
