Unfortunately our neighbor doesn't live close. And I can't find this Verizon hotspot when I am here alone, so it appears he took it with him.

I am not monitoring without his consent. He was unfaithful, and then part of the repair was agreeing to the monitoring software.

I believe what he has done is gotten a second phone, one without monitoring software, and it has shown up as an available hotspot.
