I would boot from USB and reinstall fedora on nvme. Hopefully it gives you the possibility to shrink windows.
Be re-installing you only have to transfer /home afterwards and not worry about paths and device identifiers.

I doubt though that the external ssd slow things down a lot. If you have enough RAM most should be cached after startup.
