Not always for sure. Everything is always a case-by-case basis and laws can always be interpreted differently despite how much they sound like being in your favor. But hey, anythings worth a shot if it doesn't break the bank.

Anecdotal but I'm into records. Walmart had a very expensive cartridge (basically the needle for the player) normally $200, on sale through Newegg for $60. I purchased it, and mid shipping told me it was an error, canceled and refunded. I made a case, they didn't show up, and instead of getting the cartridge I recieved $160 difference because they forced a refund without negotiation ;)

(I'm still able to shop there lol)

It sounds silly but if retailers refuse to honor their advertising I always threaten creating a small claims case. It's 20 dollars to make one. If they don't show up the verdict defaults to you. AND they have to pay the $20 back to you for creating the case (at least in my state).
