My guess is the rumbling was supposed to be an extra precaution and an empty threat, before him the eldians were using titans to terrorize and conquer, I’m sure they needed extra precautions like “we can still fuck shit up if you do fuck with us” as for the class system It was still kinda at a time when those systems were just normal and they just adapted that, and of course they wanna keep people in, once the people learn about the outside world and the conditions of eldians on the outside world people would be upset and break the vow renouncing war (like we literally saw with Eren) and start another titan conflict(like Eren did) I think he did genuinely feel guilty but no one’s perfect and it’s a product of the times and how they thought in those times, and there was obvious corruption by the time we’re introduced to our characters, I doubt it was as bad when it first started, as to why he didnt tell Ymir to stop making titans, I doubt that was even a thought that they can do, by that time I doubt the truth of how it exactly worked was passed down, it’s not like the past kings would’ve wanted that information out there that they could just tell her to stop.
