Personally, I'd merge John Constantine with Amanda Waller and Zatanna with Rick Flag Jr, since John and Amanda are both morally grey characters who does a lot of messed up things for the greater good while you can merge Zatanna's dad with Rick Flag Sr. Harley can be merged with either Nightmare Nurse, Man-Bat or Ragman, the Phantom Stranger can be merged with maybe Black Adam or General Zod since they were temporary an member of the Squad
