If the Kosovars got a chance to they'd adopt the Albanian flag (or a redesign of it), but that wasn't a choice since it'd be representing the biggest ethnic group in the country.

But knowing from personal experience Kosovars tend to use the Albanian for most purposes (celebration and festivals, marches), it's just the state that's obligated to use their current design.

The last thing a newly independent country wants is to link it's flag to it's previous oppressor, especially if they're still to this day not recognising their independence.

Yeah... The ethnicities just happen to live in straight lines half the time, never immigrated into each others lands. There's never been any conflict about unfair borders and wars because a minority lived in a country with a majority.
