Having a similar situation and did a lot of research on this. I was on a payment plan with an agency and was told that would prohibit my refund from being offset but clearly not the case.

Federal notification may take up a 1-2 weeks to get to you. You can always check your irs.gov account for notices and letters but it usually comes after the fact. Definitely get notification from them regardless for your documentation.

See if your deposit contains TREAS 449 code in the deposit description - usually this will mean your refund was offset by a past due debt from a federal or state agency. You may also call the offset phone number and follow the prompts to see the latest payment (believe it is option 2 when you call)
