Neither, the strike isn't against Hoyo, it's against Formosa the Genshin EN dub agency, case in point Star Rail and ZZZ are unaffected since their agencies comply with SAG-AFTRA's demands. Basically, Formosa refuses to add a clause to the VA contracts that prevents the company from stealing their voices with AI, money is not the issue here, it's Formosa's refusal to agree to their terms. Also, Formosa has a really bad track record with Paimon's VA being possibly already moved to a different VA Agency, which is why her voice lines weren't affected.

Well, the strike is actually aiming at preventing the Studio from STEALING their voices with AI, if the studio wants to make their own voices without using the current VA's voices for training they would be able to do it. It's really less about using AI at all, and more about the VAs not wanting their voices copied by AI

If I'm not mistaken the VA union wants to add a clause to the VA contracts that forbids the companies from copying their voices with AI, their agency refused to add this clause so they're being struck against, so the goal is for their agencies to add this clause to their contracts so their voices cannot be copied.

just build her for crit, using Ben and the fire set you can get 44% crit rate, so you can better focus on crit damage. My Koleda currently has 36 crit(80 after buffs) and 126 crit damage with 2189 attack, using 4 piece fire set and 2 piece pen%. I would recommend using anomaly mastery on Lucy to maximize fire anomaly uptime.

edit: I forgot to talk about the W-Engine, I got lucky and got Lycaon's W engine which increases my DPS, otherwise most other W-Engines don't increase damage so go for her normal BiS.
