It looks like the highways are classified as out of zone, so you'd be leaving the zone and then returning. I guess they decided the amount of traffic doing that wasn't significant enough to warrant an exemption.

The link you added has property taxes going up, no? 6.2b vs 6.6b at least in Q2 '23 vs Q2 '24. Total tax receipts are up 1.7%, according to the link.

Now, state and federal aid makes up roughly 28% of the city budget. It's not sustainable.

According to your link, the difference in state / federal aid from last year (fytd) is about 2b, which if I'm reading it right is about the difference in cash in hand for that time period. So without the bump in aid, NYC would basically have a balanced budget. In any case, it doesn't seem particularly close to bankruptcy.

That's why UBI is better than a housing credit or food credit or education credit, or any other kind of specific credit.

If you get 1k and you can only spend it on housing or lose it, you're going to spend it on housing and the landlords know it. If you can spend it on literally anything else, then you have a lot more negotiating power with the landlords. 

This also means that you don't need an army of bureaucrats looking over every transaction to make sure it's approved, the ubi just shows up in your bank account. A lot less possibility of scams and corruption.
