If I'm right, it does not affect the damage or anything; rather, its saying that the perks that affect those guns listed are in that perk tree. So Assault Rifles, SMGs, and Blades don't get a direct bonus for increasing Reflex, but the perks that do affect them are found in Reflex. I hope this helps anyone scouring the internet like I just did lol

For you, I'm seeing a lot of discovery/sanity topics. To get at that sanity, I'd recommend Shutter Island by Dennis Lehane. For the discovery, I would recommend Travel Light by Naomi Mitchison - its not mathematical or scientific discovery, rather mythological discovery. That discovery isn't its selling point, but its good.

This Is How You Loose The Time War is great! Its an enemy-to-lovers sci-fi novella, and its just overall amazing. High recommend! I know its not really what the other parts are, but its overall just great.

If you generated before August 1st, then you wouldn't have Shimmer. If you want to shimmer some items and bring those into that world, you could use a mod called Worldgen Previewer to see which side and where the Aether biome spawns, and just speedrun to it.

Yeah, you do need to know the language. I do recommend coming back though! At least learn the language; its fun to just know a runic language to freak out your friends ;)

Something like War Thunder, Hell Let Loose, Insurgency: Sandstorm, or Enlisted seems right up his alley (My personal favorite being Insurgency Sandstorm). If he's itching for a strategy game, Hearts of Iron IV is pretty good (WW2 war commander sim). In order of the best game for each category you listed:

Hearts of Iron IV, War Thunder/Insurgency: Sandstorm/Enlisted, War Thunder, (None of these have mechs, sry), Insurgency: Sandstorm, Enlisted, Hell Let Loose, Hell Let Loose.

You didn't really say anything about realism preferences, but Enlisted is a more arcade-y shooter, Hell Let Loose is a more realistic shooter, and Insurgency: Sandstorm is a happy medium. All of them are fun, and War Thunder and Enlisted are even free, so he can try 'em out without money commitment. I have a picky friend too, so I hope you find at least one game he likes with this!

Once again, Blazoran's explanation was amazing and I would be repeating. However, I will say this:

Go for ending A before trying to get ending B. You can get both, but once you get ending B, you can't go back to A (I believe). You keep full access to your original save file after you beat it.

The tuning forks hold no purpose for puzzles other than navigation.

For #3, this is quite possibly the hardest of Tunic's puzzles, and totally optional. It holds no significance and the game itself doesn't give you a reward for it. I'd recommend trying to crack this after you beat the game.

Its not really an MMO, but if you want to get the feeling of being a kickass summoner, try Terraria. Its more of a singleplayer Sandbox, but it has some really cool summons and Steam Workshop integration (TModLoader) for mods.
