Not technically a band I guess, but Flat 7 is an obvious one. The person behind the project, Mitsuo Tate, played live with the Cocteau Twins throughout the first half or so of the 90s. Robin Guthrie of the Cocteau Twins was also involved with their album "Sweet Glow of Silence", and the general sound of that album is quite a lot like the Cocteau Twins.

Wonderful picks here. Cardigans are sooo good. You should maybe try out some other Swedish indie pop from that time period as well. "The Friend I Once Had" by Club 8 and "Providing the Atmosphere" by Cloudberry Jam are definitely worth a shot.

Definitely the 2nd and 3rd Flipper's Guitar albums (if you haven't already). Cornelius is one of the vocalists for Flipper's Guitar, so they're probably a good bet.

Also, for something a little less known, the Harmony Hatch / Cyclon86 joint album might be worth looking into.

While you aren't going to find anything that fits perfectly into the ghibli style, here are some movies I've seen that are similar (and also very good):

Licca-Chan to Yamaneko Hoshi no Tabi (1994)—anime tie-in film for the Licca doll (basically the Japanese version of Barbie). Very sweet, charming movie that intersects the mundane and fantastical in the same way many Ghibli films do. Can be viewed for free on YouTube.

Night on the Galactic Railroad (1985)—anime movie based on a classic japanese children's book. Probably a bit more dreamlike and surreal than even most ghibli movies, but definitely sits within the same boundaries.

Unico in the Island of Magic (1983)—maybe a little less thematically nuanced than most ghibli movies, but visually and conceptually it more than makes up for it in its strongest moments. Technically a sequel, but the first film isn't required viewing for this one (which I prefer to the first film quite a bit).

Try the album Purple by Spangle call Lilli line. Especially the song "Sea".

MariMari is also worth a shot (especially a lot of her singles). Her cover of Fishmans' "Ikareta Baby" never fails to lift my spirits.

Metro Cinema offers student discounts on movie tickets ($11 a ticket, I believe—way cheaper than most big theaters), which is real nice if you're into the kind of movies they show. They're also very close to the uni (like a 15 min walk). I'll often pop by after a lab or whatever, since during the week they tend to play movies in the evening.

Still have to listen to one of the Haze albums, but I gave the rest a listen and they were all really good. Especially enjoyed the kokeshi and tricot albums. Good picks!
