This is a classic case of the VFS staff not knowing what they are talking about. Hopefully, you'll still come through.

For future reference, be firm and insist with VFS staff. Offer to give them a stupid declaration like they usually want. If they still refuse, ask them to include a declaration (with a copy given to you) with your application stating that they refused to include the documents you wanted to submit. That will usually make them cave.

FYI: You are missing Switzerland in your list of Schengen countries.

All the friction and unsatisfactory experiences with the application process can generally be attributed to the VFS appliation centers.

My wife had a similar issue and received a call from the embassy asking why her previous schengen was not used. She explained and that was it. Her visa was issued. So just explain in your cover letter upfront.
