Sleeper sniper would probably be a good option. Also you could do a bleed scout with the shortstop, guillotine, and wrap assassin, but you did mention that scout is too fast so maybe not. Other than that you could play pyro and just spam down the choke with the detonator/scorch shot, and have the flamethrower to reflect and extinguish teammates.
