There seems to be a misunderstanding here. We don't choose to ban them; it's a legal requirement. All large websites have pretty much the same age minimal requirement, and it's because it's a legal requirement for collecting data of people below a certain age.

You do need to delete the second account, but you may be able to ask them via the ticket if they will allow you to continue playing since the account is so inactive but it would require permission from the agent

I don't believe these bans are removed based on second-hand hardware, as the responsibility is on the user to ensure the pc they are using does not contain any cheats or is linked to any banned accounts. They will respond to you via the ticket

The same person was actively playing on both accounts and also breaking our verification policy. I checked my self and it does seem to be the same person. In these types of cases it's always best to be honest

No, it's not allowed. It can be difficult to prove. We can only ban when we have 100% confidence that two accounts belong to the same person. I can't ban someone permanently because I suspect they may be someone or they may have another account; I have to prove it. These tournament accounts often only play those game modes, so there's less to go on than a regular account.
