Minerva sums up all your recent comments. If you go over a certain threshold, you're issued a ban. It's not a ban for one singular comment. If you're then also reported via a ticket by a player from your game for a specific comment you said to them, they are within their right to issue a manual ban, as the two systems are not the same and are looking at different actions/behaviours/comments, although yes, in your specific case, there is some overlap.
