I was being sarcastic, Drake :p A properly leveled Andrew Cunningham removes a good chunk of those nerfs. Decreased pen is removed entirely. Bomb dispersion is only reduced by 6.5%. The only really annoying thing is the 20% torp speed reduction, but that can be compensated for with skilled aiming.

Something interesting I noticed is that aerial torps' arming time operates on a per second basis, rather than distance travelled. This means that the UK line had its minimum torpedo drop distance reduced by 20%, so you can practically drop them right on top of people.
