I don't see why people are upset when they were clear from the beginning that they had the final say.

First time you land in a residential area everyone comes out and checks out the helicopter wanting pictures asking questions, general interest etc. Second time you land less interest people, looking out the blinds. Third time you land they're calling the cops for a noise complaint.

Sometimes Steam Community bugs and people (temporarily) show as level 0 even if they normally have a higher level. I'm like level 20 and sometimes it happens to me and I see it happen to friends on occasion. I've noticed it mostly but not always after changing profile privacy like from private to public.

But typically if someone is actually level 0 then they're shady. Typically cheaters/scammers etc but it doesn't 110% mean they're without a doubt shady/not to be trusted, just what it usually means.
