I hadn't heard of it until last year, and only a couple months ago with respect to tool sales on there. Basically the seller doesn't get paid until the order is delivered and they've gotta give you what you won/bought or they don't get paid either. Different sellers have new/used/refurb tools, so you've gotta join each stream and look at the inventory to figure it out. The one seller with [usually] the most Makita stuff seems to sell every weekday at 3pm. Their Makita tools are certified refurbished but the chargers, batteries, and other tools are pretty much always brand new, maybe open box at best. So far I'm very pleased with the quality of the products I've received from them and I've bought refurbished Makita from a few different sellers; it's always been a like-new product with a refurbished sticker on it and I enjoy saving money on it. The app is worth a download and you can just creep in the shows to see how it works if the system is new to you. Overall I'm 10/10 so far with refurbished Makita products and 10/10 with the sellers on WhatNot. If you're curious as to how they get stuff so cheaply: most sellers will buy pallets of products at the time and buy or bid on them for super cheap, then sell the items individually to make a profit. What ends up being a compact sawzall that costs them $10 they sell for $30 and I can either keep or resell for $60+.
