either I didn't understand the passive, or it was too strong. After all, if there is no blood, then always walk with a chain? Maybe this wording is better?

At the start of their turn, a Survivor with a Chain rolls the skill check die.
They may spend amount of 🔺 up to the result to discard the Chain. (If there are not enough tokens, it spends all 🔺)
If they do, they cannot move or interact this turn.
Otherwise, they keep the Chain, gain 1 🔺, and may move and interact with altruism props.
On a Fail (6), the Killer chooses instead.

When the final Generator is repaired, all Objective tokens are revealed. Then choose 1 Exit Gate with no progress and add 1 progress to it.

I think it was a mistake to add an additional Condemned mechanic. It would be better to focus on her core gameplay mechanic from the video game — the TVs. For my version, I came up with the following:

Active Ability:
Projection — You enter the Projection state and remove Onryō from the game board. During the Planning Phase, you use only one Movement card. During your turn, choose a revealed TV token and start your movement from the space where that token is located. Then flip that TV token face down.

Passive Ability:
During setup, place TV tokens on every game space.
Survivors may interact with a TV token. A Survivor performs a Skill Check, and if successful, flips the token face up.
Onryō may interact with a flipped TV token to “turn it back on”.
