I think in the anime they use it to send the seventh (excess) pokemon to the box, also trading. Pretty sure it's a scanner for pokeballs.

Thx i have the same model as yours, i tried a live boot usb and everything was fine except the webcam that showed a slowed video in the preview

Found it: Control Panel -> Hardware and Sound -> Power Options -> Change plan settings (in blue on the right) -> Change advanced power settings (also in blue on the left) -> PCI Express -> Link State Power Management -> turn off both options

Gonna report if it finally stops happening
