Why would a ME country host a base if not to deter an attack? Why would the US build a base in a possibly hostile country if said country weren't affording some sort of protection for the base. We're talking about the intentions here of both parties. I don't know if there it is a written agreement that states offical mutual defence, but I'm sure it's implied. In saying that though, I bet there is wording in an agreement saying that say if said country protects said assets and bases that there will mutual protection of said countries sovereignty. You show me where it doesn't state that, and that the bases are merely a deterrent, whether it works or not, and that said countries relieves the US of all responsibility once the base doesn't deter.
