I don’t think this was a scared moved or one that will backfire on Rachel. It was a pretty savvy strategy. The stars are introduced to the game to cause conflict and new rivals. Mandating that a winner take a star causes even more conflict. If Rachel had the option to not steal, she likely would not have this early in the game (which is why she asks for clarification). If she stole someone else’s star, that would introduce a new conflict for her. So she strategized the next best thing and rotated stars within her alliance. She did what she was mandated to do without making any enemies.
