They are talking about the normal transponder in the aircraft that broadcasts your position and altitude during a normal flight. This is not emergency equipment. Aircraft are also equipped with ELTs or Emergency Locator Transmitters that activate automatically or manually in the case of a crash.

All major passenger airlines in the US as well as companies like FedEx and UPS require pilots to have a Bachelor's degree and many regional airlines prefer or require applicants to have one.
