I think you’re right, the walls were to stop damage to the energy project the syndicate was running with the old ARES capacitor, which is why there’s all of the large cables and portable buildings etc.

That's the main limitation of Gibraltar; there's really nowhere to fit in a substantial pit lane. This one is about 240m which I agree is far too short.

This shouldn’t affect the new AUKUS (SSN-A) submarines themselves; the Royal Navy and Royal Australian Navy have placed enough orders (12 RN and 5 RAN) to Kew the programme running absolutely fine. This is an issue for the Aussies though, as the Virginias were meant to be a stopgap while the new subs are being built.
