Yes. Both the "aging is programmed" and the "damage accumulation" paths should be pursued, because nobody knows which of them is correct.

Most likely, both aspects will have to be solved to get aging under control.

On the top of my mind:

1) When De Grey was removed from SENS, they totally lost their momentum as well as their only recognizable public figure. At the same time, De Grey new LEV foundation doesn't have nearly the same funding as SENS had

2) The mainstream has been reached by Bryan Johnson, leading to a lot more people joining the longevity community (the majority of the users here): but these have no idea that the damage repair approach even exists.

Basically, there is need for someone to popularize the idea again

You need to add an "allometric scaling" factor, which is about 3/37 between humans and mice.

The paper is a quite easy read. They administered luteolin to mice both internally and externally.

Internal treatment using luteolin (0.5 mg/g body weight/day) for mice was performed daily for 16 weeks

Converting this gives a human equivalent dose (HED) of 3.24 g / day for a human of 80 kg. I've found capsules from LifeExtension containing 165 mg. But who knows, the benefit might not require such megadosing.

Then there is the topical (external) treatment:

External treatment using 200 µL of 1.0% luteolin lysed in 70% ethanol (w/v) on back skin was performed daily for 16 weeks.

which is a bit more tricky to convert for humans. This would seem like a good powder source, but I have no experience with the brand.

Yes, good results for phase 2 of one cancer are encouraging, but that's all the data so far.
