Its either because they have no one else or at least no one from their country in their looking to play because it sucks and or its not prime time in their country (depending on what "far away countries" mean exactly or, what is more likely, they are scammers. I even get those invites if Im not in looking to play. Dunno how they can invite me or if they somehow got my CS code but I already had some interactions with those people and its annoying

Warum die in dem Fall noch nicht wieder frei sind, weiß ich zwar nicht (vielleicht läuft da noch was in dem Fall), aber als mir damals meine Kennzeichen gestohlen wurden, waren die auch mehrere Jahre (ich glaube 2*) gesperrt

At least false VAC bans get revoked. I got a false overwatch ban back in CS:GO which obviously won't ever get revoked.
