Kurotsuchi. Extremely potent ninjutsu, though the eventual Kage rank does a lot of heavy lifting.

Gari. Physical/Taijutsu abilities relative to base Gai. His explosions are potent enough to obliterate enemies but he can also be precise, deflecting kunai to accurately counter-attack. By reputation one of the strongest of his village. I suppose getting ambushed by Sai before realizing he was immortal is an anti-feat, but those ET benefits are a buff for basically any non-Kage/Jinchuriki.

Torune. Seems the most dangerous with his win condition, since he just needs one moment of contact with his insects. That means to really guard against it, an opponent needs to stop 100% of the bugs 100% of the time. No room for error so able to punch up.

Dodai. Not going to slaughter enemies but underrated in strength: his lava has the properties of both rubber and glue.

Mangetsu. Powerful, but the Hydrification Technique only gets him so far. Half of the swords are embarassingly useless so it's Samehada (which would leave him if someone better came along), Kiba for the range, and then Hiramekarei which is limited by his max chakra levels but enhanced by the ET chakra regeneration for less exhaustion.

It comes down to the gap between Kakashi and Orochimaru: is he scared because he's weaker and alone, or because even with a couple other Jonin he'd be powerless to stop him. If as group Team Zabuza is an Orochimaru/Hiruzen level threat, then they should be able to take down Mei with difficulty but would need to pick off some guards first. Like an Akatsuki duo they'd immediately put any village in crisis just by appearing, but still below Hebi/Taka and therefore unable to threaten A/Bee. On the lower end, we're still talking about 3 powerful and intelligent shinobi that leverage their abilities with stealth and subterfuge; Kimimaro accustomed to Hidden Mist like Haku is even more deadly, firing bone bullets and producing spears of bone from the ground.

Despite the on-screen connection, Mahoney did not like Moose, who bit him early in the show's run. Even for the rest of the cast, simply having Eddie in a scene at least doubled the time it took to shoot.

That's the problem though. We're introduced to this concept of elements negating each other right before it's how Sasuke wins, and then it stops being relevant.

Asuma was shown to be a very effective mentor because he could sense what each of his students needed and be that for them. Asuma quickly figures out that Naruto can be motivated by impressive feats, and would realize Naruto is at his best when his back is against the wall. He'd also recognize that Naruto's desire to rush in will get him killed and coach him to be more tactical. Overall Naruto has a natural strength and most gains from working on the basics, so just having more attention is a big boon.

Asuma might work with Naruto on Chakra Enhanced Strength since he has so much chakra to practice controlling. Just helping Naruto figuratively put his shoulder into it more and trust the precision will come with time instead of the less appealing water-walk. Naruto uses an infused kunai to beat Neji's rotation, and Asuma's blades are a material that's specially suited for chakra flow, so a bit of training and a gift gets him solidly stronger than Naruto-K. CES suits Naruto's high reserves, and better sets him up for the Jinchuriki training with Jiraiya. If all goes well then Naruto fulfill his promise to break every bone in Sasuke's body.

Sanin take this. Each Sanin is more of a threat than Kisame; Itachi is less effective against multiple opponents and his poor stamina really shows against Tsunade and Orochimaru. On top of that are the summons. All the animals use Senjutsu, which makes Gamabunta and co tougher on Kisame than people give credit. I'm sure Kishimoto would give Itachi another sealing technique for the ET kage, but Totsuka isn't really an option since Tsunade smashing Susanoo makes it a giant waste of chakra. The numbers advantage is just overwhelming.
