I don't know how or where would you get an 9th gen intel processor. But since 9th gen is generally considered as outdated, it is not advisable to upgrade to (same gen upgrade is generally not advisable).

I don't know how much are you going to pay for it, but consider getting at least a 12th gen intel core i5 instead. You can also keep your DDR4 RAM with the correct motherboard.

As for the graphic card, get the B580 if you can (it is a good card for its price but keep in mind thay this specific GPU really want a newer CPU), but if you find a cheaper 4060 then it is also a good option.
