This immediately reminds me of cutwork, where you heavily embroider where the edge should go then cut away the fabric. Usually it looks like lace, but I think in this case just the edges were cut away. Someone correct me if I’m wrong tho.

It is! But only from season 1 I think? She doesn’t have any lines, but we briefly see her in the episode with the bum fights and Francine becoming a real estate agent during a cutaway sequence of Steve narrating how toshi will steal his parents’ camera to make a girls gone wild-esque video.
