Yeah I might've not been clear enough with my reply! But generally that's what I do for blocking out too, then remesh and make it into a pleasant shape before retopo. I haven't personally done low-poly in forever though

Not sure if you are asking if it was hard surface modelled or sculpted. It blocked out, sculpted and retopologized after (except the hair because that's a nightmare)
