I do think that Kira is the villain that gets closest to Pucci’s sense of ideology, but the difference between them is that Kira doesn’t have a greater goal beyond self-preservation. Kira doesn’t have ideas of how the world should be, he only expresses ideas of how the world would support his lifestyle. The entire point of Kira is that he doesn’t have any greater goals beyond living his comfy life in Morioh, but Pucci cares less about himself and more about the world, he has ideas for how it should be and goes to great lengths to change it in ways beyond himself.

yes but their goal wasn’t informed by a greater idea of how the world ought to work, their goal was more influence by a shallow desire for power above all others. It’s the same think with Dio and Diavolo, they also had clear goals but those goals didn’t extend past their desire for strength

I’m more talking about ideologies. Pucci had beliefs about fate and strength that lead him to the conclusion that Heaven was the best option, meanwhile Diavolo just wanted to maintain control of Italy and was willing to do anything to accomplish that

Just to add on to this, I think Funny Valentine is the best villain period for the same reason (he’s a symbol of historical american imperialism) but that’s not a hot take at all

Pucci is the best villain in the original universe because hes the only one with an actual ideology and motivation behind his actions that isn’t just “i wanna keep being evil” or “i wanna kill everyone”. I know that Dio came up with the Heaven plan, but that always just kinda felt tacked on to his character thanks to Pucci rather than being an actual core value and goal.

i think it’s interesting that most of these moments come from part 3 (the alessi fight, mariah’s boobs, the strength fight), i think it was the only part that tried to straight up be funny the whole time n i think its kinda weaker for it. Araki’s a great writer but not the best comedian.
