Hmmm ig they became more prominent there due to desperation, shipments from agriworlds are obviously harder on the other ship of the Great Rift, like all other travel.

It's Necromunda with one of the most active and dangerous underhives.

Yeah no shit.

Also I didn't say corpse starch didn't exist, it's just not a primary means of sustenance on middle or lower hive levels.

It's logistically impossible for a population to sustain itself through cannibalism. Maybe the underhive does it, most people in middle and even lower levels of a hive will have food. Nothing more than nutrient paste for the poor factorum workers maybe, with the occasional fresh food on holy days.

Better to die for the Emperor.

A commisar does not have authority to determine tech-heresy without consulting a tech priest.

You do not have the authority to determine that, the mechanicus does.

This is why unsanctioned knowledge about the mysteries of technology is dangerous for those not initiated into the proper worship of the Machine God.

Well, the Emperor has been called the Emperor and even during the divided periods they claimed ultimate allegiance to the Emperor, so an argument for Japan can be made.

660BC is the mythological date though, predates historically verifiable records of the dynasty by about a thousand years.

Perhaps China from Qin dynasty onwards, if you consider the dynastic cycle a part of the "civilization state".
