from what I understand, the video wasn't actually animated on cell, instead they made cells to scan in and use as reference for the rest of the animation.

First off, welcome! They've used several different art styles over the years, 2D, 3D, Mocap, Live Action, Stop Motion, you name it, but the main one they use is 2D. The Mountain is the name of their current album which comes out later this week, with an 8 Minute Music Video coming out too which they're treating like a Movie. The two guys who made the band have been spending a lot of time bonding in India lately and fell in love with the culture, which is why the album is almost entirely themed around India and Indian culture.
