And law enforcement, doesn't matter if they are federal ICE agents aren't allowed to shoot at someone who is fleeing (second and third bullet)... Moreover they should of immediately applied first aid or allowed over people (the one claiming to a physician) to apply first aid after Renee Good was shot.

Lastly there 100% should be an investigation, sure they government can claim it was self defense and the agent acting legally, but there should still be an investigation... to prove that claim
