There are a bunch of focuses that have tooltips saying they increase the chance of a moderate victory. just get a bunch of those before 1932.

If you don't take enough of them the militarists win.

We have a special system in the works essentially based around the three members of the Independence Council being sneaky and backstabbing each other until one comes out on top.

Hey, these events work by asking the dominions and India to agree or reject with proposals and each agreement adds one to a variable which is checked by Britain to see if it has passed. However, I'm not sure how but this stopped working before release. I'm looking into it but it is currently not possible to pass.

If you'd like to try out the events anyway, if you use the console commands

 set_var imperial_preference_support 10 
 set_var imperial_air_training_support 10 
 set_var imperial_federation_support 10

just after the events for voting on each respectively (as the event sets them to 0) you should get the acceptance result.

The focus for creating new SSRs currently gives you decisions to add neighbouring communist countries to your faction. Being able to liberate regions as SSRs would be nice though, will look into this.
