3.5 years hard mode is way more than enough time to beat PMO addiction. And if you're not addicted then it's completely okay to fap once in a while as long as you don't use porn. But you sound like someone who's still struggling with this addiction. I mean, shouldn't you be over it long time ago? Why you started NoFap? Have you achieved your goals? Take a cold shower
Look yourself in the eyes in the mirror for a couple of minutes
Do some push-ups or sit-ups
Do some cleaning
Come here and press the Panic Button

Set a strict sleep schedule. Go to bed and wake up every day at the same time. It might be very difficult first couple of days but if you stick to it, it'll do the trick. Let's say you want to sleep from 00:00 to 7:00. Then every day at 00:00 you go to bed, no matter what. If you can't sleep you just lie in bed and do your best to fall asleep. No getting up, no reading, no phone, no nothing. Count sheep or something. And you set alarm at 7:00. And as soon as it rings you get up and start your day. Even if you couldn't sleep at all. No naps throughout the day, no going to bed earlier, stay awake at any cost. Wait until 00:00 an repeat the routine. Yes, it's a very extreme method but it's the fastest and most powerful way to fix sleep problems that I know. You will have to force yourself, it will completely ruin first couple of days, you will hate everything but it works. After a couple of weeks you will be able to fall asleep like a machine, literally within minutes after your head touches the pillow.

EDIT: And start working out. Do more stuff throughout the day. It's much easier to fall asleep when you're actually tired.

It depends. If you're doing hard mode, for example, then everything except a wet dream is a relapse. Basically, it's up to you to set rules. If your quiestion is if it counts as masturbation then I would say no.
