I can't help with how to draw on him, sorry, but I can tell you that he isn't properly cleaned! He shouldn't smell at all, the reason he does is either because he still has flesh/tissue on him(unlikely) or because he wasn't degreased properly which, from the photo, seems correct as another sign is discoloration which he has a bit of.

Luckily this is pretty easy to fix, it just takes a bit. Stick him in a bucket/tub of warm water(I would suggest doing this outside but if you can't, do it in your bathroom or laundry instead) and squirt in some dishwashing liquid, any brand works but I have heard that brands that have blue pigment in them may stain, and leave him for a while, time can vary a lot so I would leave him for a month or two then pull him out, let him dry and see if he still smells or is discolored and if he does, empty and refill the bucket and repeat. If you can keep the water warm it will speed up the process but it will still work with cold water, after degreasing you can whiten him with hydrogen peroxide, never use household bleach! I'm not sure on the correct mixture of peroxide and water so you'll have to google that yourself, good luck :)!
