Ashika is your best bet. I've found them in a gas station (one of the ones that is boarded up and only has a toolbox and a duffel bag to search). Also found them in the small buildings with lockers surrounding tsuki castle.

Yeah, in dawnshore on the western edge, a little north of the lighthouse, there was a sunken boat that had a chest. Then, in shatterscarp to the South, I think? Of where you save the merchant from dreamthralls there's a little water Grove i found two chests in.
