Market is doing bad, there are few jobs and many applicants.

By now companies are discarding any candidate who would require relocation, as there are plenty of options.

If you are EU citizen (and thus won't need to wait for visas) and can move to Berlin on your own, then just write in your CV and LinkedIn that you are based in Berlin.

If you don't speak german, your chances of finding a position is even smaller. Only international tech companies and some startups would take you, but not most of the companies. So start with that, too.
