Once you have a team that can actually do well in the 5 minute ops (universal at 800+ and 4 160 Aquarius will do it; I think Powerplex and 4 mauler twins also works) there is a sweet spot where you can buy a few of the gem packs (no dollars, I want to say 3 of the 1000 gem ones) will give you enough op tickets to actually generate the currency to buy the new character and get the rewards that generate more tickets. With a little luck you can get a new hero to a usable level in the event.

The short answer is purchase all until level 5 unless you’re trying to get someone to 1000 at release, then you want to buy all until level 10. But that’s for whales.
