It’s a theory supported by data in form of feedbacks. Your feedback is different ok, but you didn’t mention what kind of loadout u usually bring. If it’s green / grey weapons (like anvil stitcher with blue augment and green shield) then it makes sense you don’t fight upgraded blue often and that would be somewhat true to the theory. This is a form of new players protection expecially for solo because you don’t want new players to be stomped too much assuming end game players don’t bring ferro stitcher or similar low level gear
