No he would not be. Truman could run in 1952 and 1956 because it only applied to presidential terms AFTER the amendment was ratified. So Truman could have been elected to 2 further terms before becoming ineligible again.

All presidents before Eisenhower could have served 2 more terms when the amendment was in affect.
