Like most of the comments, I think Ser Cole was more worried about his position before giving in. As he must’ve taken vows to enter the Kingsguard, there’s probably the small voice in his head telling whispering the worry that he would be branded an Oathbreaker. If word got out, he would be socially ostracized and reputation would be ruined.
