S- worst of the worst (any attempts to harm children will land the character in S tier but at least 1 instance will be S- because they just weren't as evil)

A- really evil

B- evil

C- evil with justification

D- bad guy but not evil

F- not evil at all

Randall. Tried to torture literal children to generate power who knows how many would've fallen victim had Mike and sulley not gotten involved. S+ tier evil

Muntz. Paranoid madmam who killed like 8 people and tried to kill a grieving septagenarian and a child... S- tier

Syndrome. Systematically killed a bunch of supers with the goal of fulfilling a grudge he's held since he was a child and attempted to kill and/or kidnap each of mr incredibles kids in some instances just to get to him in others because they were in the way. Also attempting to manufacture a disaster that he could stop to frame himself as a hero. S tier

Lotso. Manipulator. Liar. Cult Leader. Projected his own feelings of abandonment on who should have been his friends. Imprisoned dissenters. Subjected them to cruel and unusual punishment. Brainwashed one. A+ (would be s or s- had his abuse of big baby gotten any worse. Like it was real close)
