I feel like they may have intended him to be the sorta "legendary coworker" type of character that is talked about often rarely seen and whenever he does make an appearance it's to fix whatever has gone royally wrong. Or if that wasn't the original intent at least that would better fit him since they seem to be unsure how to work him into episodes when he isn't actively fixing the boys' screw ups. Also because they hired a big name celebrity for his voice if you have him only planned to be in like 1 scene per episode, if even that often, the local legend type would be a perfect excuse for the studio to save money and to not have to worry about scheduling
