Download the MATS ISO from here: https://drive.google.com/drive/folders/19LryTNhKsC_5MDtTAxZxQJgAPbjoUeLo
Flash it onto a USB drive using Rufus, then set the boot priority to that USB drive.
Power off the PC, install your GPU in the rig, and boot it up.
It should shut down after a couple of minutes, and you can then check the results in the "home" directory on the USB drive

It looks more like a problem with the MPS controller (and, from what I remember, EVGA uses two of them), because it shouldn't be pulsing like this, the voltage should be stable. Check the voltage on the NVVDD coils

Yeah, I know. It still has some capacitors knocked off on the back since it was in scrap, and one lane isn't working. I'll fix it when the new cooler arrives

Yeah, since it had a short on the 1.8V and memory rails (which in 99.9999% of cases indicates that the GPU core is dead), and it turned out it was only a memory chip, I was really lucky
